I can confirm this 66 bug:

89. The Setup Menu frequently appears in part or whole, interfering with and inhibiting normal device operation (especially when Wi-Fi is enabled but not connected). [example] [garmin]

It is under exact the same conditions with FW 2.90. In my case the main menu is blinking.The dashboard is indicating "Wifi searching..."
