From your XML file:

<UpdateFile>
<PartNumber>006-B1716-00</PartNumber>
<Version>
<Major>1</Major>
<Minor>11</Minor>
</Version>
<Path>Garmin/Update</Path>
<FileName>B171600.update</FileName>
</UpdateFile>

Place the update in the Monterra\Garmin\Update\ directory and name it 'B171600.update'.

Make sure you do not have file extensions hidden so that you can be certain the correct extension is present.
